Step 1. In-Depth Vehicle Check Before the Deal
A safe purchase starts with thorough information gathering about the vehicle. Modern registries allow you to learn almost everything about a car's past.
VIN Code Check. Each car has its own unique 17-character Vehicle Identification Number (VIN), which does not use the Latin letters I, O, and Q to avoid confusion with digits 1 and 0. Using this code, you can find out the genuine technical specifications, year of manufacture, and factory of origin.
Check for Seizures and Encumbrances. The most important step — a query to the State Register of Encumbrances on Movable Property (DROPM). This database allows you to determine whether the car is under bank collateral, whether there are any bans on its alienation, or whether a seizure has been imposed by the enforcement service.
MIA Expert Examination. Currently, a mandatory vehicle expert examination is required only for the first registration of a vehicle imported from abroad. When reselling a car within the country, the procedure is voluntary. Tax legislation regarding the alienation of movable property contains important benefits that every driver should know. The main rule: the number of sales is counted per calendar year (from January 1 to December 31).
Great news: if you are selling a passenger car, motorcycle, or moped for the first time in a calendar year, the Personal Income Tax (PIT) rate is exactly 0%. Moreover, with a zero PIT rate on the first sale of a passenger car, the military tax is also not levied and amounts to 0%. You don't overpay the state a single kopeck!
If you sell vehicles more frequently, the rates change:
Second sale per year (of a passenger car or motorcycle) is taxed at a 5% PIT rate, plus 5% military tax on the value of the vehicle must be paid.
Third and subsequent sales per year are taxed at 18% PIT and 5% military tax.
Please note: for trucks, buses, and special equipment, there is no first-sale exemption — a 5% PIT and 5% military tax is payable from the very first transaction. However, special relief is provided for military personnel — their military tax rate always remains at 1.5%.
