The amount of such assistance is fixed at exactly UAH 2 million. Importantly, you are not required to relinquish ownership of the housing that remains in occupation — you legally remain its owner. A "yeVidnovlennia" certificate is issued to owners of housing (on Ukrainian-controlled territory) that was destroyed after February 24, 2022 as a result of Russian aggression. The compensation amount is calculated individually for each property based on its area and region. Unlike a voucher, when using the certificate, ownership of the destroyed property is terminated.
New Cabinet Restrictions: Who Will Lose the Right to a Voucher?

Completing the Transaction: Why a Notary Is Essential
Realizing a housing voucher is not an ordinary apartment purchase. It is a complex legal process that requires mandatory notarization of the sale and purchase agreement. Here is what a notary does for your complete safety: Fund verification and status — the notary verifies the voucher's validity in the Register of Damaged and Destroyed Property (RDDP) and accepts it for processing. Important: after your application is approved, the funds are reserved for only 60 days. If you fail to complete the transaction in time, the funds are returned to the state. Territory and family relationship control — the notary ensures that the selected property is not located in a combat zone. The law also prohibits buying housing with a voucher from close relatives (parents, children, spouses, siblings). Guarantee of prompt payment to the seller — it is the notary who enters all contract data and bank details into the state register, after which the program executor transfers the funds to the seller's account within 5 business days. Protection of state interests — according to the law, the notary must impose a restriction on the sale (alienation) of the housing purchased with a voucher for a period of 5 years.
