As of August 16, 2026, the State Register of Real Property Rights remains the main state information system containing data on registered real property rights and their encumbrances.

What is the State Register of Real Property Rights?

The State Register of Real Property Rights is a state information system that ensures the processing, storage and provision of data on registered real property rights and their encumbrances.

The integral archival component of the DRRP also includes:

• the Register of Real Property Ownership Rights;

• the Unified Register of Bans on the Alienation of Real Estate Objects;

• the State Register of Mortgages.

This is why checking the DRRP is one of the important stages of a legal review of real estate.

What information can be obtained from the DRRP?

Information from the State Register of Rights on registered real property rights and their encumbrances contains data that is current as of the date and time the document is generated and that is available in the Register.

Depending on the request parameters and available data, you can obtain information, in particular, about:

• the real estate object;

• the registered ownership right;

• the owner or owners;

• other registered real property rights;

• encumbrances of real property rights;

• a mortgage;

• a ban on alienation;

Is DRRP information public?

The Law of Ukraine "On State Registration of Real Property Rights and Their Encumbrances" establishes the principle of openness and accessibility of the data of the State Register of Rights.

Does an electronic document have legal force?

Therefore, an electronic document is not simply a "reference screenshot" from a database.

The legislation also provides for obtaining information from the State Register of Rights in paper form.

A person may contact a provider of information from the DRRP. During the application, the identity of the applicant is established and data is generated in accordance with the specified search parameters.

An important feature: paper information from the State Register of Rights is generated on ordinary A4 sheets.

For such a document, there is no mandatory use of a special form, nor the affixing of the signature of the information provider or a seal.

Is DRRP information the same as an extract on state registration?

Not exactly.

These concepts are often confused in everyday life, but legally they should be distinguished.

Information from the State Register of Rights allows you to obtain the data available in the Register in accordance with the specified search parameters.

An extract from the State Register of Rights on a completed state registration of rights is generated in connection with the corresponding registration action.

Therefore, when contacting a notary or a state registrar, it is important to correctly determine which document is needed in a particular situation.

Why check the DRRP before buying real estate?

Checking the State Register of Real Property Rights is an important part of the legal review of an object.

For example, before buying an apartment, it is worth establishing:

• who is listed as the owner;

• how many owners the object has;

• on what basis the right is registered;

• whether a mortgage is registered;

• whether there are bans on alienation;

• whether there are other registered real property rights or encumbrances;

• whether the Register data corresponds to the documents provided by the seller.

At the same time, information from the DRRP alone is not always sufficient for a complete legal review of real estate.

Depending on the specific object, you may need to check title documents, land cadastre data, the owner's marital status, the powers of a representative, court disputes and other legally significant circumstances.

What to do if ownership was registered before 2013?

This is a particularly important question for owners of old real estate.

The modern State Register of Real Property Rights has been operating since 2013, so for objects whose rights arose earlier, the situation may require additional verification.

The archival component of the modern DRRP is made up of previous registers; however, the absence of expected information in electronic search results does not always in itself mean the absence of a lawful ownership right.

For real estate formalized many years ago, it is especially important to check the title documents themselves and, if necessary, resolve the issue of entering up-to-date data into the DRRP.

What restrictions apply during martial law?

This is one of the important current changes.

At the end of 2025, the Cabinet of Ministers of Ukraine, by Resolution No. 1737, amended the Procedure for Providing Information from the State Register of Real Property Rights.

During the period of martial law and for one year after its termination or cancellation, when providing information from the DRRP electronically, the legislation provides for special restrictions on access to certain data.

In particular, in the cases established by the resolution, the display of certain information about the location of real estate objects and other sensitive data is restricted.

Therefore, the amount of information a user sees during an ordinary electronic request may differ from the full set of data stored in the Register.

Can a notary obtain information directly from the DRRP?

Yes.

Notaries belong to the users defined by law who are granted direct electronic access to the State Register of Rights to exercise their professional powers.

When performing notarial acts with real estate, a notary works with state registers in accordance with the powers granted by law.

This is especially important when:

• certifying an apartment or house sale and purchase agreement;

• gifting real estate;

• arranging an inheritance;

• certifying other transactions with real estate;

• performing registration actions provided for by law.

Can a land plot be checked?

Yes, but it should be borne in mind that information about a land plot may be contained in different state information systems.

The DRRP contains information on registered real property rights to a land plot and their encumbrances.

At the same time, the characteristics of the land plot itself, in particular cadastral data, are related to the State Land Cadastre.

Therefore, when checking a land plot, it is advisable to compare the data from the relevant state registers.

What to do if the data in the Register does not match the documents?

You should not automatically conclude that the ownership right is invalid.

The reasons for discrepancies can be different: from old title documents and the absence of digitized data to technical errors or the need for state registration of a previously acquired right.

In such a situation, it is advisable to contact a notary or a state registrar with the documents for the property and establish the cause of the discrepancies.
